Brief specification description or basic overview of the project: Include the maintenance of original security facilities in Nicheng Town, the intelligent system of Nicheng Town Urban Operation Management Center, the integration of intelligent public security information system in Nicheng Town residential areas, and the 2021 Nicheng Town security monitoring facilities in the maintenance plan for 2025. (For specific details, please refer to Chapter 3 Service Requirements Specification).

合同履约期限：1年。2025年1月1日至2025年12月31日。

The Contract Period: 1 year. From January 1, 2025 to December 31, 2025.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《****点击查看政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b****点击查看政府采购政策需满足的资格要求：（1）落实预留份额措施，****点击查看政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing for small and medium-sized enterprises, and during the evaluation, small and micro enterprise products will not be subject to price discounts. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;

(c)本项目的特定资格要求：（1）须系我国境内依法设立的法人****点击查看公司以自己名义参加采购活动）；
（2）具备住建部颁发的电子智能化工程专业承包二级或以上资质证书；
（3）符合《关于对接国际高标准经贸****点击查看政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（4）项目不允许转包。

(c)Specific qualification requirements for this program: (1) It must be a legal entity established within the territory of China in accordance with the law (this project does not accept branch offices to participate in procurement activities in their own name); (2) Having a Level 2 or above qualification certificate for electronic intelligent engineering professional contracting issued by the Ministry of Housing and Urban Rural Development; (3) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (4) Subcontracting is not allowed for the project.
