简要规则描述：对南汇**镇主**重点视频区域监控项目进行日常运维服务。主要覆盖南汇**镇主**，包括项目中建设的前端相机244套，项目中建设的杆件154套，链路120余公里和应用系统等内容运维工作。

Brief Specification Description: Provide daily operation and maintenance services for the key video area monitoring project in the main urban area of Nanhui New Town. Mainly covering the main urban area of Nanhui New Town, including 244 sets of front-end cameras constructed in the project, 154 sets of poles constructed in the project, more than 120 kilometers of links, and application system maintenance work.

合同履约期限：一年，暂定为2026年9月11日至2027年9月10日

The Contract Period: One year, tentatively scheduled from September 11, 2026 to September 10, 2027

2. Qualification Requirements for Suppliers

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, products from small and micro enterprises will not be subject to a 10% price discount. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;

(c)Specific qualification requirements for this program: (1) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (2) Subcontracting is not allowed for this project.
