简要规则描述：**国际旅游度假区作为重要的旅游和休闲区域，人流密集，交通复杂，保障安全和秩序至关重要。为了提升区域的监控覆盖和安全管理能力，计划新增60个监控前端布点，涵盖人行步道、停车场、交通枢纽等多个重点区域。（具体需求及技术要求详见采购文件）

Brief Specification Description: As an important tourism and leisure area, the Shanghai International Tourism and Resorts Zone is densely populated and has complex traffic conditions, making it crucial to ensure safety and order. In order to enhance the zone's surveillance coverage and safety management capabilities, it is planned to add 60 surveillance front-end points, covering multiple key areas such as pedestrian walkways, parking lots, and transportation hubs. (For specific requirements and technical specifications, please refer to the procurement documents.)

合同履约期限：项目建设周期为120日历天。（自合同签订之日起120日历天内完成项目建设）。

The Contract Period: The project construction period is 120 calendar days. (The project construction shall be completed within 120 calendar days from the date of signing the contract.).

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government procurement policies that encourage and support energy-saving products, environmentally certified products, as well as support for small and medium-sized enterprises, welfare units for the disabled, and other entities.

(c)本项目的特定资格要求：1、符合《****点击查看政府采购法》第二十二条的规定
2、未被“信用中国”（www.****点击查看.cn）、中国政府采购网（www.****点击查看.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单
3、本项目专门面向中小企业采购；
4、具有建设主管部门颁发的电子与智能化工程专业承包二级及以上资质；
5、具有安全生产许可证；
6、本项目不接受联合体投标；
7、项目负责人无在建项目；
8、单位负责人为同一人或者存在直接控股、管理关系的不同潜在投标人，不得参****点击查看政府采购活动。
注：供应商应提供满足上述资格要求的充分证明。所提供的各类证件、证书、证明、说明，具有有效期的，投标时均应在有效期内，否则不予认可。

(c)Specific qualification requirements for this program: （Ⅰ）Article 22 of the Government Procurement Law of China（Ⅱ） No tax violation cases no government procurement serious illegal （Ⅲ）This project is specifically targeted at procurement for small and medium-sized enterprises; （Ⅳ） Possess a Grade II or higher qualification for electronic and intelligent engineering professional contracting issued by the construction authority; （Ⅴ）Possess a safety production license; （Ⅵ）This project does not accept consortium bids; （Ⅶ）The project leader has no ongoing projects; （Ⅷ）Different potential bidders whose unit leaders are the same person or have a direct controlling or management relationship shall not participate in government procurement activities under the same contract. Note: Suppliers should provide sufficient proof to meet the above qualification requirements. All kinds of documents, certificates, proofs, and explanations provided, if valid, should be within the validity period at the time of bidding, otherwise they will not be recognized.

1.Suppliers are required to log in to the ShenCai eYi Shanghai Bidding and Procurement Electronic Platform (https://www.ccs-ibidding.com/) to complete supplier registration.
2.This bid opening will be conducted online through the electronic procurement platform. Supplier representatives are required to attend the bid opening with the digital certificate (CA certificate) used for bidding and a laptop that can access wireless internet and log in to the Shanghai Government Procurement Network. Bid opening precautions:
(1) The waiting time for the "sign-in" and "decryption" steps set in the system for the responding party is 30 minutes each.
(2) The waiting time for the "signature" step set in the system for the responding party is 30 minutes.
