Brief specification description or basic overview of the project: This project intends to select a qualified supplier through public bidding to carry out the relevant work for the construction of the new district-level emergency supplies comprehensive reserve center warehouse, mainly including the purchase of forklifts, pallet trucks, emergency supplies shelves, emergency supplies pallets and other specialized equipment. For specific content and requirements, please refer to Chapter Three of the tender documents - Procurement Requirements.

合同履约期限：合同签订后20个工作日交货并通过验收。

The Contract Period: Delivery and acceptance shall be completed within 20 working days after the contract is signed.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《****点击查看政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b****点击查看政府采购政策需满足的资格要求：（1）落实预留份额措施，****点击查看政府采购中的份额，扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2****点击查看监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is not specifically targeted at small and medium-sized enterprises for procurement. During the review process, products from small and micro enterprises will enjoy a 10% price discount. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; For details, please refer to the procurement documents.

(c)本项目的特定资格要求：1、投标人若是叉车制造商，须具备中华人民**国特种设备生产许可证，许可项目包括场（厂）内专用机动车辆制造，许可子项目为机动工业车辆（叉车）；
2、本项目不允许转包。

(c)Specific qualification requirements for this program: If the bidder is a forklift manufacturer, it must hold a Special Equipment Production License of the People's Republic of China, with the permitted items including the manufacturing of special-purpose motor vehicles within the premises (factory), and the permitted sub-item being motor industrial vehicles (forklifts). 2. Subcontracting is not allowed for this project.
